Er ya da ge\u00e7 bir evde \u2018bak\u0131m i\u015fi\u2019 herkesin ba\u015f\u0131na gelebilir. Evde aile fertlerinden birine mi bak\u0131yorsun? Veya herhangi bir bedensel sorunun veya uzun s\u00fcren hastal\u0131\u011f\u0131n nedeniyle evde bak\u0131ma ihtiyac\u0131n m\u0131 var? Buradaki o\u011ful, \u015fahs\u0131na ayr\u0131lm\u0131\u015f b\u00fct\u00e7eyi(persoonsgebonden budget-pgb) alabilir. \u00a0Bu parayla kendine bak\u0131m yapacak olan ki\u015filerin \u00fccretini \u00f6deyebilir, e\u011fer isterse bu annesi de olabilir.<\/p>\n<p>Etten-Leur belediyesi de bir k\u0131z\u0131n annesinin ev i\u015flerini yapmas\u0131n\u0131 <u>zorunlu k\u0131lmaya<\/u>\u00e7al\u0131\u015ft\u0131, \u00fccretsiz ve evde bak\u0131m hizmeti ad\u0131 alt\u0131nda. Anne ve k\u0131z\u0131 ayn\u0131 evde kalm\u0131yorlard\u0131. Hakim belediyenin bu karar\u0131n\u0131n da ge\u00e7ersiz oldu\u011funa h\u00fckmetti.<\/p>\n<p>Bir belediye, her bak\u0131m ba\u015fvurusunda evde bak\u0131m yapabilecek ki\u015filerin olup olmad\u0131\u011f\u0131n\u0131 ara\u015ft\u0131rmaya yetkilidir. Bununla beraber belediye evde bak\u0131m yapma i\u015fini hi\u00e7 kimseye zorlayamaz. Sonu\u00e7 olarak herkesin mevcut durumuna uygun olacak \u015fekilde bak\u0131m hizmeti alma hakk\u0131 vard\u0131r<\/p>\n<p><strong>Zorunlu ve gerekli yardim<\/strong><\/p>\n<p>Yasal olarak neler kararla\u015ft\u0131r\u0131lm\u0131\u015f ise insanlar bu \u2018gerekli yard\u0131mlar\u0131\u2019 birbirlerine yapmakla y\u00fck\u00fcml\u00fcd\u00fcr. Gerekli yard\u0131mlar\u0131 yapmak tam olarak ne demektir?<\/p>\n<p>Bir \u00f6rnek verelim: bir kar\u0131-kocan\u0131n ev i\u015fleri i\u00e7in yard\u0131m almak amac\u0131yla belediyeye ba\u015fvurduklar\u0131n\u0131 varsayal\u0131m. Sebep olarak da han\u0131m\u0131n uzun s\u00fcren hastal\u0131\u011f\u0131 g\u00f6sterilmi\u015f olsun.
